You have to be either an ARES or RACES EC for your County or are a Cooperative Observer station in order to get NWS chat. They won't allow Storm Chasers or Spotters. If you apply under ham radio operator and if your part of your counties warning/Planning or are in a partner Agency then you can get a NWS chat log in. I have mine I am an ARES/RACES EC for my County as well as a Cooperative Observer station for daily temps min max and daily rainfall even on 0 days. I know some offices are very strict some aren't and will let anyone who applies just about.
