First of all welcome to Skywarn and weather spotting. As far as your spotter I.D. number, check with your local National Weather Service, Weather Forecasting Office (WFO.) Some including the one here in Houston-Galveston do not issue such numbers. If so you just need to make sure that you know what the local reporting procedures are, ( hotline phone number, email, ham radio etc.)
