[Skywarn] Enroute Icing

While not necessarily Skywarn, clearly the ICE up there can become ICE down
here.
It would be nice if there was training on the “Sperry–Piltz Ice
Accumulation Index” http://bit.ly/1Qtfg2X
This is a very useful Skywarn tool, IMO
