[Skywarn] Changes to SPC watches

Thanks to Rick Smith for this reminder:


*Effective at 10am tomorrow (April 14, 2015) the following changes will be
made to severe thunderstorm and tornado watches from the NWS Storm
Prediction Center:*

*- a brief public summary message will be added to the public severe
weather watch product (SEL),*

*- the discussion at the bottom of the public watch product (SEL) will be
moved to an optional "watch mesoscale discussion to be issued after the
watch (if the forecaster believes the pre-watch MD did not adequately
address the thinking behind the watch).  *

*- all watch products (SEL, SAW, WWP, WOU) will be sent simultaneously with
watch issuance.*
