I don't know. My MetEd results went to my local NWS office and they sent me an email back with a spotter hotline to make reports. I'm on Michigan though so I don't know how they do it in Texas. Some offices don't accept the online training, they want you to go in person to Skywarn training. I never got a phone number for spotter network.
