Use wire ties or large hose clamps to secure your pole y o the balcony posts. Plastic tubing could wobble if you are going to mount a wind gauge.

If your weather station is wireless and can connect to computer, I would
convince the owners of the building to put it on the roof (assuming it would
still be in range) and offer to feed the weather information to the building
residents via a web link such as CWOP or your own personal website.
Although I wish you success in your efforts and admire your zeal, you will
never be able to get a true wind reading on a balcony. If the wind is
running across your balcony, you will get a wind tunnel effect, and if the
wind is coming from the opposite side of the building, you may get little or
no wind on your balcony despite heavy winds hitting the building on the
opposite side.
Of course, if you are just trying to get valid temperature, barometer, and
humidity, then you only need place the sending unit where it will be in the
shade.

I'm trying to figure out the best way to mount my weather station
since moving into a new apartment, and I figure this group of people
would be a good resource just for that.
It's not a high end weather
station, and it has brackets to mount to a pole. We have a third-floor
apartment with a balcony that has no overhead obstructions. The
challenge is, I can't mount anything to the physical structure. I could
potentially do a segment of metal fence pole or something similar, held
in a bucket of dirt or hardened cement, but I'm concerned about
creating, more or less, lightning rod on the balcony with no reasonable
way to ground it.
Anyone have any experience using PVC or hard plastic
piping in a weather station setup, or, experience with a portable or
non-permanent setup?
