[Skywarn] Winter Weather training

The COMET Program is pleased to announce the publication of the new lesson,
"Ensemble Applications in Winter". Ensemble prediction systems (EPS) are at
the cutting edge of Numerical Weather Prediction (NWP) modeling. They
provide flow-dependent probabilities of critical weather events for diverse
users of model output. EPSs are an important forecast tool for the
operational meteorologist, and often misunderstood and misapplied by those
users. This 1.25- to 1.5-hour lesson presents a set of EPS products
available to the operational forecaster and the statistical concepts behind
their development. Various topics are addressed along the way in a series
of short, stand-alone lessons, followed by direct application of lesson
content to a significant weather event in southern Ontario to practice
using EPS products.
The intended audience for "Ensemble Applications in Winter" includes
operational forecasters who want to become more familiar with EPSs and
their products. Additionally, this lesson is useful to students preparing
for a career in operational forecasting, emergency managers, and other
officials responsible for decision making in high-impact weather
