[Skywarn] Weather Observer training

The COMET Program is pleased to announce the publication of the new lesson,
"Weather Observing Fundamentals". The lesson details standard procedures
for taking accurate weather observations and encoding those observations on
COMNAVMETOCCOM Report 3141/3. The content provides guidance for U.S. Navy
Aerographer's Mates, Quartermasters, and civilian observers tasked with
taking and reporting routine, special, and synoptic observations. Although
focused on shipboard observations, much of the content applies to
land-based observing and reporting as well. Video explanations by a Navy
Aerographer's Mate aboard the USS Kearsarge offer useful demonstrations and
recommendations for completing an observation. This 2.5- to 3-hour lesson
also contains four drills to provide practice identifying the 27 states of
the sky and using the 100 present weather symbols. Because of the large
amount of material presented, the learner may wish to work through the
content in multiple sessions.
The intended audience for Weather Observing Fundamentals includes Navy and
civilian observers wanting a comprehensive overview to build or refresh
their knowledge and improve the quality of sea surface and atmospheric
observations. The lesson should also appeal to students and others
interested in taking or recording basic weather observations. Please follow
