[Skywarn] Impact based warnings

I am a UNIX system administrator by trade.
One of the things I've become good at is programming to detect problems
in the systems and networks. Problems are detected and warnings are issued.
A false warning is far worse than missing a warning. False warnings
only teach people to ignore warnings. Anything you can do to reduce
false warnings is a good thing and will do more than getting better at
predicting a problem and we're doing the latter.
Just my opinion, but I've seen it in what I do.
