[Skywarn] Impact Based Warning Experiment

At the risk of giving you webinar overload, I wanted to let you know we
have scheduled three webinars to discuss the upcoming changes to our severe
thunderstorm and tornado warnings.
Beginning March 25th, NWS Norman will join our NWS neighbors in Wichita,
Dodge City, Tulsa, San Angelo and Lubbock as participants in the Impact
Based Warning Experiment <http://www.weather.gov/impacts/>. While the
changes to the warnings will be minimal, I did want to take some time to
explain what's changing and how the warnings will be different this season.
Here are the webinar times. Each one will be identical, so you really only
need to attend one.
