[Skywarn] Weather warnings during "shutdown"

The first federal government shutdown in 17 years will not impact the  
National Weather Service website, which is administered through the  
NOAA.

The federal government shutdown measure has affected most government  
agency websites, but not the National Weather Service  (National  
Oceanic and Atmospheric Administration) website.
"Due to the federal government shutdown, NOAA.gov and most associated  
websites are unavailable. However, because the information this site  
provides is necessary to protect life and property, it will be updated  
and maintained during the federal government shutdown," according to  
the National Weather Service website.

"Only websites necessary to protect lives and property will be  
maintained," according to NOAA. For critical weather information, the  
website directs users to view Weather.gov.
