What you may have in mind is the "SpotterNetwork" group stating their
users would have to take a test to continue using that network.

You should check with your LOCAL Skywarn coordinator to determine the
training requirements for the local program.

As an example of the requirements for a local program, the Skywarn
programs I've been around require annual training from the National
Weather Service office.  Some offer additional training in the form of
conferences and workshops.

As for the Texas test, I am aware of no State requirement but would
defer to your area Warning Coordination Meteorologist, local emergency
manager, or local Skywarn coordinator for information.
