[Skywarn] New Moderator

Please welcome Andreas Kollmohr to the list as the newest moderator of
the moderation team.

He is a member of Skywarn Germany (http://www.skywarn.de) and an
amateur radio operator ( DG8SBR).  In both arenas, he will add to the
content of this list.

His team has annually visited the Great Plains of America to avoid
spotter convergence as they learn our Skywarn techniques and what NOT
to do.
