About 15 years ago, our local ARES/RACES group had a letter of
understanding with the county Office of Emergency Management;  it was
simple, brief, and very general in nature.

Recently, we asked the new coordinator of the OEM if he had reviewed
the RACES files in his office.  He couldn't locate the letter of
understanding, so we've decided to come up with a new and updated
letter.

Do you have any suggestions regarding what the contents of the new
letter or memo should include?  We want this letter to be more
detailed than the previous one, i.e. what emcomm services can we
provide beyond the obvious WX spotting etc.
