What would make the radio illegal? I would not be using it on CB!
and ... I could build me one out of my scrap box, with scanning and
everything! Hams don't have the limitations on purchasing radios .. but
radios offered for sale in the USA do, "sort of"... but you can buy them
from Hong Kong, no problemo .. I have, and have never been hoodwinked.

Look at the accessories ... really reasonable, compared to I**M, etc. Can
you believe what is charged for a metal box with a cheap -- usually really
cheap -- speaker in them, a couple of 10 cent capacitors, and
switch/grille/connectors ... sheeeesh!
I was an original ICOM dealer in 1973-4 -- what if US hams had said they
were going to just use ICOM rigs as "back-ups" ? or... Yaesu ... Trio ...
Lafayette ... Kenwood, etc... Henry imported their radios (not amps ...
have my trusty 2K4 at my side) -- and on and on.. Also, for crying out loud,
how much are you going to worry about spending a hundred bucks? Took the
grandkids out for a simple dinner not long ago, and could have bought the
XYL and myself a hand held for what I spent!
