I think any old programmable scanner from the 1980's on up would be peachy. A RS Pro-2021 comes to mind.

Can't help with the Ramsey stuff.

There are some surplus commercial FM rigs that
will do 6 & 10M, perhaps you could get one of
those?

I seem to recall that they will scan through the
bank of programmed freqs.

You would also have a seriously tough rig for
mobile.
