Joey,

I spoke to Bill Moore, ARRL DXCC Desk, about this very topic about a month ago. I was in the process of submitting my VUCC application and had (at that time) about 80 cards and 35 LOTW confirmations. I figured I was good to go until I went to find out how to claim the LOTW credits and wham! stopped dead in my tracks. I had to send out a boatload of QSLs to get the remaining 20+ I needed to get back to qualifying. I am now at 110 cards and ready to try again. 

Hell of a way to run a railroad .
