Hey Joey and all,

As Chris noted 30 meters is a secondary assignment in certain areas of the world and we have to give 
way to legit users as we operate in the 30 meter band.

Your 10128.9 kHz is, in fact, military -- a NATO-75 (RTTY) 850/75 KG-84 Encryption (Stanag 4481) 
transmitter, location is unknown. You won't be able to decode it (it is intended to be that way).  ;-
))
