It depends on what a revised plan requires.
Perhaps nothing...maybe we have a situation where in some areas repeaters
stay put, and in others they move or combine spectrum to create a broadband
channel set.  Sure there would be interference when the band opens, but we
would have that when the band opens with two repeaters in different areas
conflicting.
I don't have any better answer for you than the current situation affords.
The conflict issue is not an analog/digital one, but one of how to handle
band opening-driven activity conflicts as the use of the band increases.
Let's be careful to see this point and not get into a we/they blame game.   
Let's just see if anyone wants to put forth an alternative that addresses
the needs of the existing modes and while opening the door to new ones as
well.
