Well,  Dennis'  suggestions will certainly do the trick.  If you can put up
a small rotor, I'd consider something directional like a PAR SM-50 or a
small yagi.  Neither this approach or Dennis' will break the bank, and WILL
give you an idea of what more you might need or want.  I'm very partial to
the PAR SM-50 in MY circumstance - it's directional, has a low wind profile,
and takes NO space to speak of; for a townhouse, it's perfect.  Would I go
for a bigger yagi of some sort if I had the room?  Sure.  Then again, I
talked 1500 miles to Mexico this morning with just my TS-2000 and the SM-50
at about 40 feet, so I can't fuss much about the arrangement.

for a puship pole i suggest a pair of loops like the M2 HO loop or the
Par Omni Angle
with them stacked you should get about 2-3db of gain and omni
directional and horizontally polarized
they could be left up and not worry about the winds
