At a minimum, I'd suggest
IS-700 National Incident Management System (NIMS), An Introduction
IS-100 Introduction to Incident Command System
IS-200 ICS for Single Resources and Initial Action Incidents

I'd strongly suggest that any amateur radio group that plans to assist
in any large scale (or even small scale) emergency have it's members go
through these courses, and develop a good working relationship with the
agencies it plans to serve well before the need arises. In the midst of
an emergency, the chances of an unknown group being integrated into the
Incident Command Structure of a working situation become minimal.
I think the FEMA site has a lot of good course material and it makes for
a nice winter project to work through some of them.
