John you bring up an interesting point. Weak signal terminology is often
times misused.

We all can remember when cw was considered THE "weak signal" mode. Today
steady signals in excess of 10db weaker than conventional cw signals are
being used for contacts. The state of the art 'weak signal modes' are
those found in WSJT.  

Although meteor scatter is now weak signal here is what is new. Digital
decoded messages from received signals lasting only a fraction of a
second are being decoded from meteor trails. i.e. High Speed Meteor
Scatter 

So I often times laugh with you when I hear two stations working band
openings running high power / erp and referring to it as "weak signal".

Today when you have to make schedules because you can't hear the signals
with the ears and you still complete the contact, that is 'weak signal
work'.

Now speaking of PSK31 on six meters, (which does not fit into a weak
signal mode in my thinking), I will be looking for stations on 50.290MHz
during band openings.
