Oh S Band was being used quite a bit back then :) Even 6-7GHz was in use 
by the Telcos (AT&T mostly) Heck T1s have been around since the 60s but 
a lot of folks outside the telephone companies didnt know it! T1 was 
primarily for trunking between locations that were close 
enough...microwave was used for the long hauls (remember the old 2600Hz 
BLEEP you used to hear at the end of a LD call when the distant party 
hung up?)

S Band was chosen because of the noise problems of trying to comm 
through the Van Allen radiation belts at UHF. Of course they used S Band 
for everything...Data, Video and voice....
