I would leave the club call alone
There are other ways to honor Pete. Maybe his call on the side of the trailer, maybe the picnic could be the annual Pete N8PR picnic...etc

I don't think DCARC should ask for the call.

Pete was much more involved with other clubs/organizations.
One example is SFDXA <https://sfdxa.com/> to whom he left all his radio equipment.

As trustee of NA4DC I would honor the club's wishes if they voted to apply for the call.

Personally, I do not want to open that wound every time I hear the call sign on the club repeater.
