Digging further, it seems like the "emission mask"
(https://www.law.cornell.edu/cfr/text/47/90.210) for radios in the 72 MHz
range requires the spurious emissions to be reduced 

 "On any frequency removed from the assigned frequency by more than 250
percent of the authorized bandwidth:

 At least 43 + 10 log (P) dB"

, where P is the transmitter power in watts.  For this license, P is 1 Watt,
so any spurious
emission must be 43 dB down 

 Fred found this using the formula above.

1W   >   -43dBc   =  30 - 43 =  -13 dBm = 0.05W

But 

10W  > -53 dBc = 40 -53 = -13 dBm = 0.05W

Or

100W > -63 dBc= 60 - 63 = -13 dBm =0 .05W

It means if you combine two 30W amplifiers to get 60 W out, you will need an
additional low pass filter to be compliance because the max spur is the same
.05W or -13 dBm.

So two 30W TX  in compliance when parallel does may not meet the same
compliance as a separated unit.  

The power at Memorial West Hospital is 60W.

The Memorial Hospital guy responsible for the license is not returning call,
I found that their TX power is 60W, on a roof top 1/4 vertical.

I would like to ask for help to formally file a complain with FCC
Enforcement Bureau (EB). 

We have primary privilege on this Radio Service and the hospital equipment
is causing a Harmful interference which endangers the functioning and
seriously degrades, obstructs, 24hours a day , every day, repeatedly
interrupts a radiocommunication service operating in accordance with Radio
Regulations licensed service.

Right on top of 144.200 weak signal national calling frequency!

Under Title 47 what part regulation the Hospital Primex Clock beacon on
144.200 is violating? 

What is the law number for the complain?

Please help or ask someone you know that can help?

Today I am 3 miles from this one  Hospital, The beacon on 144200 FM BW 25
KHz is s5, strong enough to cover any local signal and all weak signals. 

If we stay on the passive side of the line it could be a dozen new beacons
near me or you very soon on 144.200
