[SFDXA] Where the real skyscrapers are hint North Dakota (S Floeida too!)

Pete,
That is a classic "antenna down-tilt" problem. They should have have used a 
lower gain antenna, such as a single dipole, (hence wider elevation beamwidth). 
With the higher gain (narrower vertical beam) they no doubt had great coverage 
at a very far horizon, perhaps 100 miles away, but no coverage under the tower 
because the antenna pattern was on the horizon!
