For all of you who voted NO, if there is a way to change that, I suggest you 
do so.

My thinking is as follows:

If enough vote no, then NOTHING will happen.

If we vote YES, then there is time for the plan to be refined before it is 
submitted, which is what I am hoping will happen.

I think, personally, that the incentive will get more Technician hams on HF 
and then encourage them  to upgrade.

TOO BAD that they did not give 3 choices:  Yes, No, Yes, in principle but 
needs refining.
