My email to Representative King:
My name is William Munsil and I am an amateur radio operator,
licensed by the FCC with call sign K1ATV (which I had to pay for).
In HR-607 you propose to auction off the 420-440 MHz portion of the
radio spectrum.
Quoting the Amateur Radio Relay League:
"The inclusion of most of the Amateur 70-cm spectrum as one of the
replacement bands is a major problem. The 420-440 MHz band is not
Public Safety spectrum and should not be included in any spectrum
swap of Public Safety allocations."
This band is also used by the US military.
There are in excess of 75 amateur television repeaters in the US and
Canada, including the Amateur Television Network based in California
(http://atn-tv.org/) which operates about ten HAM TV repeaters
linked full time.
I have been operating amateur TV for close to 30 years now and I
have no idea how much money I have spent on HAM TV equipment during
those years all of which would be wasted if your proposed bill
becomes law.

Amateur radio operators are the epitome of "first responders".
During the 9-11 disaster when the various public service agencies
had no intercommunication it was the ham operators, with their own
personal equipment which allowed that intercommunication.
I respectfully request that the 420-440 MHz portion of your bill be
stricken.
I'm not an expert but I play one - on amateur TV.
