Fewer an fewer local POs continue to sell IRCs, but if you ask for the 
senior clerk or the postmaster, you might get someone who "remembers 
when they sold IRCs".

When you do buy IRCs (I bought some on-line at the post office site) 
make sure that they are properly validated by stamping in the lower left 
corner. The validating stamp is supposed to be optional but many foreign 
POs do not accept IRCs that are not stamped. My on-line purchase 
resulted in IRCs without the validating stamp -- but I managed to 
sweet-talk the local post office senior clerk into "stamping" them, even 
though that is against USPS rules since the IRC must be stamped at the 
place of purchase.

Oh yes, the on-line USPS purchase of IRCs costs an extra dollar for 
handling.

Did I mention that I REALLY like LOTW?
