[South Florida DX Association] Late fee is real

Section M (1) of the SFDXA Bylaws says that those paying between Jan. 1 
and Feb. 28
will be subject to a $5.00 late fee.
Those payments reaching me in the next 48 hours maybe exempt, except for 
Norm W4QN former treasurer W4QQN.
