Hi Bill
Actually the station you listen to is probably on automation mode and 
needs to be reprogrammed to add DS.
Some stations run lower power at night because the distance increases 
and interferes with other stations
sharing the same frequency.  In AM you actually cut the bandwidth down 
from your audio chain and also decrease the power level.
Many stations depending on the area of coverage may be approved to 
operate 50kW daytime and only 100W at night. Some of the 1kW station run 
10W at night   With the current economic conditions many times a 
contract engineer makes corrections only when there's a real problem.

This new earlier date for increasing the time by one hour means the stations are still on night time power restrictions. The AM Stations are allowed to increase power during daylight but the FCC forgot to tell the AM Stations about it.
