The definitive word is from the USPS site:

The specs on mail pieces are:
http://pe.usps.com/text/dmm100/what.htm 

Note that a "letter" can be up to 6-1/8 by 11-1/2 and 1/4 inch thick and 
up to 3.5 ounces
and a "large envelope" can be up to 15 x 12 and 3/4 inch thick.

The USPS site  explains it just a bit differently, and they don't define 
a "flat", but Pete's is close enough!
