Bruce,

I was not privileged to hear Wayne's presentation because of being 
directed to the wrong venue three or four times.  However, on the 
facts you present, Rule 97.101(d) would apply: "No amateur shall 
willfully or maliciously interfere with or cause interference to any 
radio communication or signal."  47 US Code Sec 333 says pretty much 
the same thing in a few more words, and has the distinction of being 
congressionally passed law rather than an administrative rule.
