[South Florida DX Association] Wayne Mills cited rule

Does anyone remember what rule number was that Wayne cited?  A ham or 
group of hams complained to the FWS that the other group that had gotten 
permission to operate at KP5.
"We are our worse enemy"
 They interfered with the other groups operation and this was a 
violation of a rule. What was that rule?
