MUNCIE - Government documents indicate Delaware  County officials knew in 
advance that they risked losing radio frequencies used  to dispatch emergency 
vehicles.
Local officials had recently said that a  "mistake" made by the Federal 
Communications Commission robbed the county of its  longtime dispatch  frequencies.
