The following is something I recieved....The  comments are NOT mine...but I'd 
like to know if the author's "facts" are  accurate...

OpenSky system as their primary communications, nor has the system  
fully passed all acceptance testing.

Looks like the Editor who wrote  this article is completely confused 
and has absolutely no idea that the  report he references is about the 
state system and not about Cumberland  County's.  (Also incorrectly 
says that AP did the study indicating the  referenced coverage 
numbers, but that's also incorrect, AP only published an  article 
based on a letter from the state claiming these  numbers).

Anyway, the editorial makes it sound like everyone in  Cumberland 
County is happily now using the system and that it has 99%  coverage.  
Just curious to hear your take on this, and wondered if  someone ought 
to let the editor know just how confused he is.
