[Scanner] More on Ma/Com radios

When the roughly $47 million radio system was approved in 1999 after four 
years of planning and research, it was expected to be operational by 2002. But 
testing failures kept the radios from hitting the air.The radios were supposed 
to reach 95 percent of the county, but in two tests that took weeks to 
complete, the radios fell short. A third test, completed last year, showed coverage 
reaching about 98 percent of the county.
