[ScanIndiana] HAM communications question

I have a pair of Motorola JT 1000 that I use for amateur radio HT portable 
use.  Fantastic radios capable of programming both Amateur and Public 
Service frequencies.  Many public service / commercial radios will program 
both ham frequencies and commercial frequencies.  The question was a 
legitimate one.
