the MT-63 was mentioned in the meeting.  it is
excellent for simple text messages, like one 8 1/2 x
11" page of text message.  the claim to fame is it
will run in a simple laptop, can be coupled to the
radio with just the built in mike in the laptop and
speaker with usually very good results and is easier
to use than most of the other protocols.  so it is
portable and good for basic message texting under very
marginal conditions. it could be used on almost any
(even very marginal) voice circuit to "text".  if i
was told to move traffic in a serious emergency with
no infrastructure at all MT-63 would be my choice. 
ALE being pushed by some federal agencies is error
correcting but has huge overhead and is difficult to
interface.  it would be helpful on more of a backbone
network where MT-63 would be much more useful to get
traffic out of a totally compromised local area.

the best overall is probably the second link right off
the mars page.  "texting" short messages is better
than manually reading and writing them by voice, is
faster and less errors.
