[ScanIndiana] More info on MECA patches and a new talkgroup

I did some more research on the "continuous patches" on the MECA system.
Here's what I found out:

MET NE-1 is patched to old IPD ED-1
MET SW-1 is patched to old MCSD West
MET CD-1 is patched to old IPD CD-1
MET NO-1 is patched to old IPD ND-1
MET NW-1 is patched to old IPD WD-1
MET CD-3 is patched to old IPD CD-3
MET-CW is patched to old Countywide
MET SE-1 is patched to old IPD SD-1, and old MCSD East
MET DT-1 is patched to old MCSD Data (headquarters)
Undocumented talkgroup 24720 (MET INV-2?) is patched to old MCSD IN-1

I'm not exactly sure why these are on a constant patch, might be in case
there are some radios that haven't been reprogrammed, or what ever.
