Tim, is this Indy? I haven't researched the freq yet, but you may have 
happened upon a point-to-point channel common to those mobiles. As for 
the profanity, I can only say that there is a common misconception by 
police and other 2-way users that their conversations are not heard by 
anyone else. Maybe it's a cellphone mentality. Here in Fort Wayne, there 
are still some officers that haven't figured out that digital scanners 
exist. :-)
In my opinion, you can do a couple of  things. One, you can ignore this. 
Two, you could tape some of these conversations and forward the tape to 
the chief or other  command of the agency involved. I highly suggest 
that you do this anonymously. Three, you could forward the tape to the 
FCC. Also, you could send a copy to the newspaper and or the local 
muckraking action news TV station. Again, do this anonymously. Then, sit 
back and see what happens. You might want to tape on consecutive days 
and forward those tapes.
