Hello Terry.  As far as SAFE-T and MECA, either a Radio Shack/GRE PRO96 or a
Uniden BC396D would be good portable choices.  Both manufacturers also have
a base/mobile version.  Expect to pay $400 to $500 for a new unit.  

D-STAR is, as far as I know, at this time an amateur radio only digital
protocol.  Also, as far as I know, there is no scanner that will decode it.
It is open source, though, so I would imagine there might be someone working
on a method to monitor it, if it isn't already available.

What would be the most reasonable way to go with a scanner with  the new
Safe-T and D-star or what ever MECA will be going to, I want to monitor but
I don't want to have to mortgage the ranch to do it.
