As I understand it, the PRO-96 and PRO-2096 will be good for a long time, as
they can be upgraded as the need arises. If you are a serious listener and
want to listen to the SAFE-T and other digital systems, this type of scanner
is a worthy investment. I just got my PRO-2096 this week as new towers
covering my area have come online and so far I am very pleased. And yes,
the Win96 program is a good program for programming your scanner; I have it
as well as ScanCat Lite Plus and they are both good programs. For me it's a
toss-up which program I like best, as one has features the other doesn't.
With Win96, you can even import programming information from
www.radioreference.com and send it straight to your scanner. Good luck.

Dave, Project SAFE-T is a Motorola Smartzone Omnilink system in the
800MHz public safety band using both analog and digital talk groups.
Any trunk tracking scanner capable of following a Motorola "Type II"
system should be able to follow the analog talk groups on SAFE-T.
However, the digital SAFE-T talk groups use the APCO P25 common air
interface to transmit the voice signal. You must have a scanner
capable of decoding APCO P25 to listen to the digital talk groups on
SAFE-T. This is an internal scanner feature. I'm not aware of any
external software available to the average consumer that will decode APCO
P25.
The Indiana State Police, Indiana DoT, Indiana DNR, and most other
state agencies are on Project SAFE-T. This system is not completely
built out, but the system is nearly 100% complete in the northern and
central parts of the state. The southern part of the state is coming
on-line probably will be 100% within the next 12 months.
Also, your local community (county sheriff, county fire, city/town
police, city/town fire) may be planning to switch to SAFE-T or have
already done so.
The two best source of hobbyist information for the system are:
www.radioreference.com -- you will need to register to access the
database, but registration is free.
http://groups.yahoo.com/group/SAFET/ -- this is a Yahoo group
dedicated to Project SAFE-T and other scanning issues around the state.
I bought a Uniden BCD396 scanner last fall so I could scan Project
SAFE-T. I think I paid $525, but it is an extremely capable scanner.
Several members of the above-mentioned Yahoo group are using the 396.
