[ScanIndiana] will pro 96 or 2096 be outdated soon?

I live in Columbus and have a 10 year old Sportcat. I receive the
Columbus city police and fire on 800. But the sheriff has went to
digital and I can't pick them up. I'm with you about spending $500.00 on
a radio that will be outdated in a couple years.

I am behind on the times I am still using regular scanners, I hear
everyone talking about safe-t  syatems. was wondering when and how soon
will the pro 96 and 2096 be out-dated or to the point they would not be
a good purchase. If I was to buy something that cost me 400 dollars I
don't want it to be useless for me in couple years.
   
  I was told if I was to get one, I could get some software from this
website call "win 96" or something that is to help load scanner freqs?
