There are a few exceptions.  If a system user is on an Evansville or
Vanderburgh county talkgroup, and he affiliates with a tower in range
of your scanner, and his radio or talkgroup is allowed, the tower near
you will carry the traffic from that talkgroup (all of it) while the
radio is powered on and in range of the tower,

This allows users to "roam" the state and still be in range of their
home dispatch.  This was fairly commonplace when SAFE-T was new and in
the experimental stages, but as further users have come online, the
affiliation capabilities of radios and talkgroups were supposed to be
scaled back, to prevent local users from being "locked out" of their
local towers by users travelling.  For instance, ISP was to have a
training conference, and LEOs from around the state came to
Indianapolis, and everyone tried to monitor their home dispatch while
here, the towers at District 52 and the state office building would be
overwhelmed.
