[ScanIndiana] BCT8

About six weeks ago we purchased a Uniden BCT8 police scanner.
After reading the user manual several times, I feel that I am correctly doing everything that I should be doing, and feel comfortable that the problem is not anything I am doing incorrectly. 
But....the problem is that we cannot recieve but very little traffic from the Vincennes, Indiana police , and the Knox County Sherriff's Dept. systems
I am located about 18 miles SE of Vincennes, in Knox County.
I am thinking that maybe they are using some other type of communication system that the BCT8 cannot detect....
Would you be able to tell me more about this situation? Any information would be greatly appreciated.
