Each system has to go through a negotiation process.  Even if Nextel
only had to pay for the equipment that was rebanded then it could still
be a huge chunk of money.  (programming radios, tuning repeaters, etc)
I wouldn't want to predict the outcome of a room filled with lawyers.

They should have much less interference with a combination of newer
radios and frequencies well away from cell phone and commercial 2-way
frequencies.
