If you're talking about MECA adding RF pairs to their systems, according to
RadioReference, system one currently has 27 RF channels. As I recall, a
type II system can only go to 28. System two could grow a little, the last
I knew it only had 14.

Nextel only has to pay to move frequencies and reprogram radios, not
completely upgrade a users system.
I don't think MECA will gain anything out of rebanding other then maybe
adding a few channels, which they don't have to pay for anyhow..
The 35 million will pay for new radios, dispatch consoles, pagers, and I
thought I read about a new tower somewhere as well..
I think you are correct in saying the upgrade probally won't happen until
rebanding.
