[ScanIndiana] new talk groups on District 52 Dightal system

Scott,
    Do you know when they started using Safe-T as a back up?  If they just
started then it's likely the audio quality will get better and we'll hear
both dispatch to car and car to dispatch.  I'm hoping they still have some
tweaking to do.
