[ScanIndiana] new talk groups on District 52 Dightal system

Hello all,

>From what I have heard through our emergency management officials, Hancock 
county will be using the SAFE-T system as a secondary system.  The existing   
VHF frequencies will continue to be used as the primary system for the 
foreseeable future.
